Does the Call Home feature service run using a QSECOFR user profile

Does this feature/service require to be run under the QSECOFR profile? I have read a few “How to’s” in the IBM site and I can not find any mention of QSECOFR as the profile that needs to RUN the service. It does say a ADMIN profile is required to setup the feature but no mention of QSECOFR as the profile running the service. The concern is IF it requires QSECOFR then a hacker, if able to penetrate the network, would then have all rights to the system and that risk is to great based on our cyber security teams evaluation.
