Why am I able to signon with an invalid password using Top Secret as my security manager?

We are upgrading from CICS/TS V4.2 to CICS/TS V5.3, and we use Top Secret V16 as our external security manager. In V4.2, when signing on
via CESN a correct password is required; however, when a region is upgraded to CICS/TS V5.3, when signing on using CESN a password is
required, but a user can enter any characters in the password field and successfully logon to CICS. Any advice?
