Why is the deployment of a heat template in ICO 2.5.0.2 generating an inbox assignment for retry of the request with ‘Error 75: Apply Chef Roles Exception’?

When I attempt to deploy a single VM heat template in ICO 2.5.0.2, a retry assignment is generated after a while with ‘Error 75: Apply Chef Roles Exception’ displayed.
