Why am I not able to configure APM 8.1.3 MQ agent on Windows with interaction?

Why running the ”mq-agent.bat config ” command on Windows does not generate any prompts?
It just creates a _MQ_.cfg with blank variables.

For example:
INSTANCE=QMTEST1 [
SECTION=MANAGER [ { AGTNAME= } { QMNAME= } ]
]
