Netman and writer process is not getting stopped

We are using IWS 9.2.0.2 on linux machine . i’m facing issue while trying to stop TWS on backup master .
After issuing conman shut;wait command on backup master writer and netman process are not getting stopped .

when i checked for active process ps -ef | grep tws .conman shut;wait is long running.
If i tried to give unlink @#@BCKUP@ from MASTER server then immediately writer and netman gets stopped on the backup master .

Any one have faced similar issue , if so help us to resolve it .

Note : This is happening only on the backup master server all other FTA’s are getting stopped without any issues .
