Issue has been reported to Google and we are pending resolution on their end.
Solution
Secure Mail for Android (version 23.2.0-3). has been restored in Google Play store.
Note: The latest Secure Mail build with version 23.3.5 having few enhancements was uploaded on Beta channel. We highly encourage joining the Beta channel (via Google Play) and share your feedback before moving it to production.
